I think the only reason you can set it from within nautilus (by dragging
a background to it) is that the desktop is just like any other window.
(Or are you talking about some other way to set the background?)

In Enlightenment it's not a ``problem'' since Window Managers are
generally expected to set the desktop background. Enlightenment is
designed to be used independently of GNOME so there is duplicate
functionality there. Of course Enlightenment also needs a way to set
more than one desktop background which the Gnome CC doesn't do.
