Oh, that should be in libnautilus/Makefile.am and look like this:

$(pkgconfig_DATA): $(top_builddir)/config.status

This is needed so that libnautilus.pc file is rebuilt when config.status 
changes (after reconfiguring), and has the correct version and library info.
