Details:

When invoking the external viewer, only the PAGER environment variable is
probed for a viewer program before falling back to the "view" program.

The VIEWER env var is however commonly used.  PAGER is just meant to specify a
text pager, but VIEWER has a broader scope; it could support images, too, for
instance.

If a user wants to configure a specialized text pager in PAGER, and a
different, generic file viewer in VIEWER, mc does not support that.

The attached patch adds support for the VIEWER env var to mc.  It should apply
to 4.6.1-pre4 or recent CVS versions.
