Saving patches in the repository?

Hi,

I just had the idea that we could have another directory in the CVS 
repository called "uncommitted-patches". We could collect patches 
therein, discuss them and would not lose them as easily as with a 
mailing list. And it's easy to mark the patches as "committed" or 
"wontfix", simply by deleting the file with an appropriate commit message.
