No. The problem only exists in the other direction. You can't make the
license less restrictive, but you can make it more restrictive. So you
can distribute copies of LGPLed code under the GPL. Out of courtesy it
is a good idea to release a tarball before the license change, but there
is nothing stopping us from relicensing LGPL code as GPL. See
http://www.fsf.org/licenses/lgpl.html , paragraph 3:

3. You may opt to apply the terms of the ordinary GNU General Public
License instead of this License to a given copy of the Library.
