One could use 'exclam' and 'question' -- i.e. the names seen with
'xmodmap -pke'....

So

     a <Key>question: string(0x1b) string("?")\n\
     a <Key>exclam: string(0x1b) string("!")

not

     a s<Key>/: string(0x1b) string("?")\n\
     a s<Key>1: string(0x1b) string("!")
