Man pages format



Is it time to set the header and footer for the manual page
in the new version? I've been looking around and there are
differences between them; this is the format I would like.
It looks nice when printed.

If there are no (or little) complaints, translators should set
it in their mc.1.in files with the release (¿?) date.
