I think a university outreach project would reach both of these groups.
Are there other ideas for targeting these folks?

This is where being talked about in newspapers (online or off) and
improving www.gnome.org will help most, I think.

What else can we do to target business users?  I'm sure trade shows are
a great start (and I know Gnome has had a presence at several).

If there is any government outreach to be done, I think it should
probably go through the Foundation.  I've contacted Tim Ney to find out
what work needs to be done there.

If they're already using Free software, I'm happy. :)  

Maybe we should focus on making the Gnome website the best we can,
getting press releases out far and wide, and hope that that attracts
existing Free software users to Gnome.
