[Simos Xenitellis] Another Locale library

[danilo gnome org (Danilo Šegan)]

Hi everyone,

Simos pointed out another localisation library, though it's written in
Java, uses ICU4J, and is designed to be used in XSLT transformations,
it's LGPL so maybe there is something worthy of reuse in there :)
