It seems this version doesn't support vala >= 0.10 or doesn't detect
the newer versions correctly.

checking for VALA... configure: error: Package requirements (vala-0.10
>= 0.9.5) were not met:
No package 'vala-0.10' found
Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.
Alternatively, you may set the environment variables VALA_CFLAGS
and VALA_LIBS to avoid the need to call pkg-config.
See the pkg-config man page for more details.

vala 0.11.1 was what was installed.
