[gugmasters] Budget update

Hi all,

There weren't many budget requests, so I have gone ahead and
best-guessed a figure for the user group budget for the year - please
send in requests for funding (including EU and US requests for the event
boxes) to the board and/or Zana and/or me for consideration.

The budget now needs finalising (read: balancing unlike the state, we
cannot work on a deficit), which we will do over the next few days.

If you have any specific requests which you would like to have
specifically budgeted (especially near the end of the year, when the
user group budget risks being spent), please let me know here ASAP.
