Hi,

In order to provide a less intimidating forum for local Guadec groups to
communicate, the last Guadec planning meeting decided [0] that it would
be very useful to have a separate list for local coordination. So, I'd
like to request that the guadec-local list be created.

I know your question -- why a third guadec list? Well there is a need.
guadec-planning is closed, and so is more for s3kr3t discussions.
guadec-list is good for participants of guadec. There is, however, no
list that can allow the group planning a guadec to do so in its own
language.

People are intimidated to speak on guadec-list, because of the language
barrier. This lack also means that we don't have any complete record of
the planning in years past -- at least this way, if you read the
language, you can see what happened.

Of course the list would be reused by each year's local group.

Well that's the justification -- I hope to get a positive response from
you folks :-)
