Global Hotkeys

how do i set up a global hotkey, and id also like to be able to make a field that i can press any key in and it catches it and uses that as the hotkey

 

i cant find anything.. anywhere for setting a global hotkey (like any window where this button is pressed, even if mine doesnt have focus, i want to be able to get it)

 

sort of like how teamspeak catches its hotkey (even a mouse click!) even if its not focused
