Windows Stacking

Hi,
how could I stack one sub window in front of my main window? The
raise() seems not to work and I don't like to use a modal window,
because I don't like to block the main window for mouse input.
Perhaps it's possible to raise a window over all other (or at
least my main window)? Like the always-on-top function from my window
manager? And does this work with win32?
