It's probably where he unpacked the libsigc++ tarball and compiled it...

As someone pointed out, a good way is to download all the *mm* and *mm-devel* packages from the Fedora Extras repository (http://download.fedora.redhat.com/pub/fedora/linux/extras/4/i386/), burn them on a CD and install them on your isolated system. But watch out for missing dependencies!
