I had problems with the libraries of Dev-cpp. I would try downloading
the Gtkmm windows installer package and use those libraries.

http://www.pcpm.ucl.ac.be/~gustin/win32_ports/gtkmm.html
And read gtkmm_win32.txt in the GTK install directory.
