This is a duplicate of http://bugzilla.gnome.org/show_bug.cgi?id=143875. I cannot reproduce it on my machine with gtkmm-2.4.2-1 and the GTK+ 2.4-rc8 installer from gladewin32. I'm using the mingw-3.1 installer. Please post the results of

1. pkg-config --cflags gtkmm-2.4
2. gcc --version
