Yes there is. And it works very fine. :) 
 There is the installer for gtkmm 2.4.4 which installs libglademm 
have a look at : http://www.pcpm.ucl.ac.be/~gustin/win32_ports/binaries/gtkmm-2.4.4-1.exe
