If you set_scrollable(true) it shows arrows to scroll the tabs if there are too 
many to fit in the area.  When you scroll the tabs it actually switches pages as 
you scroll through the tabs.  In MS Windows when you scroll tabs it just scrolls 
the tabs and then you click on the highlighted tab if you want to switch to that 
page.
