[gtkmm] Devhelp file not working

I've updated the fedora spec file to delete it during the install
process.  It would be nice if there was a ./configure option to disable
it, or if gtkmm wouldn't install it till it has been tested fully.

I made the filename change suggested in the bugreport, but the file 
doesn't function correctly.  I'll file a full bugreport once the 
packaging problem is resolved.
