[gtkmm] libsigc++ 1.2 cvs module name change

In gnome's cvs, libsigc++ 1.2 should now be checked out from
libsigc++-1.2 rather than sigc-1.1. Your existing checkouts will
continue to work.
Soon I will make a similar change for gtkmm-1.3 -> gtkmm-2.
In future we will try to avoid these virtual cvs module shenanigans.
