[gtkmm] Writing a new widget

What is the more elegant / recommended way to implement a new widget
in Gtk--?

Should I go about methodically, writing a Gtk+ widget first in C, and
then writing an equivalent Gtk-- wrapper for it?

Or should I hack it up in Gtk-- and hope to someday port it back to
Gtk+?
