I misread your post.  And the fact that you're targeting X11 is clear
from the compiler flags.  I imagine that cups headers could be installed
from official cups sources, as long as they matched the version of cups
Apple shipped with Panther.  I'll step aside and let someone more
knowledgeable comment on building without cups support (I'm pretty sure
it can be done).
