How can I build the GTK+ dll in Windows?

Hi all

I have use the "nmake -f makefile.msc", but there is much errors.
such as : 
fatal error U1095: expanded command line 'perl ..\..\glib\gobject\glib-m...
Is that means the Perl is needed ?
