pango can't find cairo.pc

Hello,

I'm trying to follow the instructions on
http://developer.gnome.org/doc/API/2.0/gtk/gtk-building.html to get
gtk+2.4 installed.  I installed xrender, cairo and glib succesfully, but
 pango's configure script complains that it cannot find cairo.pc.  I've
tried reinstalling cairo with different options, but to no avail.

What is going wrong here?

I'm on SuSe 9.0.
