Umm.

When XSupportsLocale() is executed under
LANG=ja_JP (or ja_JP.eucJP), it should try ja_JP
database in
	/usr/X11R6/lib/X11/locale/ja/XLC_LOCALE

But, from your strace.log, xmbcs on your FR-V
does not try ja at all, try
	/usr/X11R6/lib/X11/locale/C/XLC_LOCALE
from the beginning. ja is never tried.

But I cannot find anything wrong in your
	/usr/X11R6/lib/X11/locale.alias
	/usr/X11R6/lib/X11/locale.dir

I think more indepth debugging is required.
Do you have working xmkmf on FR-V?
Do you have gdb and libX11_g.a on FR-V?
