How to compile gtk+2.x application in windows--using gcc and gnu-make

I can use autoconf automake tools in linux.
I know that gtk+ is cross-platform.
How should I use it in windows?
I download many zip files in gtk.org for windows.
Are there anyone tell me how to find a how-to develop application in windows
and how-to use some tools such as pkg-config in windows?
