The queries posted by you indicates that you have probably missed reading 
the following installation guide:
http://developer.gnome.org/doc/API/2.0/gtk/gtk-building.html

Also useful are some questions in the FAQ:
http://www.gtk.org/faq/#AEN192

Installation of GTK is an involved process with lots of dependencies and 
it'll really help you, if you read the above thoroughly before starting.
