Using GTK in a programming language

Hi,
I am developing an Open-Source programming language named Qu
(http://centrin.net.id/~marc). Currently I am (re)writing the Gdk/Gtk
modules.
My question is: what is the requirements to legally write those modules.
Is it enough to simply include the "license" file or do I need to do
anything else? Do I have to copy the license on each file?
I have tried to browse www.gtk.org but could not find anything
related to this issue. I'm not sure whether I should write to
language-bindings gnome org so I thought I'd ask to this
mailing list first.
