I don't think it is a pkgconfig problem. configure would fail witout it.
It is a ld problem. I do not know why ld fails but it fails. Including 
libintl.h somewhere will not change that. The first question is why do
you need to use --disable-glibtest and why the check about pango fails.
There might be more in config.log?
