BinReloc functionality

Is there anything like BinReloc's
(http://autopackage.org/docs/binreloc/) functionality  in GTK+
(probably Glib would be the best place for it) available to the
programmer ?

If not, what are the odds that something like that would be implemented ?

If it is going to be implemented or there is anyone thinking on how
could it be done it would be a good place for starters to checkout
binreloc, as one of the 'highlights',  found in its documentation is,
that it is licensed as 'public domain'.
