configure doesn't create Makefile

I wrote a few minutes ago b/c the configure in 2.4.4 didn't create a
Makefile. I copied an unrelated configure and it did create a Makefile,
but when I typed "make" I got an error. Has anyone else had this
problem. As I mentioned before, it also happened with 1.2.8 and 2.2.x.
