Check out "README.XKB-*" files from XFree86 package (typical location 
"/usr/X11R6/lib/X11/xkb" or "/usr/X11R6/lib/X11/doc"). Protocol 
specification can be found at:
http://www.xfree86.org/current/XKBproto.pdf
Is gnome keyboard layout switcher applet is not what you want ?
