Not really an answer, but the current file selection *is*
fully key navigable in the standard fashion. (You have
to Control-Tab to get out of the box if you don't use
the mnemonics.) And in fact, if you know about its tab
completion, it's really more usable from the keyboard
than most alternatives. (I don't expect the 2.4 dialog
to be as good.)
