cross compiling questions

I'm trying to cross compile a GTK system for an arm board.
My first problem is with compiling pkg-config. Since I don't know
anything about GTK internals I'm a little mystified about how everything
gets put together. As far as I can tell from the man page pkg-config is
a program to obtain library information. My question is how do I build
this package. To get library information it has to be compiled
natively, right? But it must also know something about target platform?
What about other GTK package dependencies? Like GNU gettext?
If someone could help it would be greatly appreciated.
