did you do a './configure' before trying to 'make' ?
(I had no problem compiling gtk+-2.0.8 for mandrake with './configure' followed by 'make')

Anyway, there's no need for you to compile gtk+-2.0.8 for mandrake 9.0
Mandrake has done this for you.  They publish daily rpm updates on the Mandrake
cooker mirrors. Find the RPM packages at

ftp://ftp.grolier.fr/pub/linux/distributions/Mandrake-devel/cooker/i586/Mandrake/RPMS/
you can directly download from these links:

libgtk+-x11-2.0_0-2.0.8-2mdk.i586.rpm
