you don't call gtk_set_locale() at all since gtk_init() does this for
you (at least in GTK+-2.0).

This text seems to handle GTK+-1.2 but there isn't much difference
despite the fact that gtk_set_locale() is called for you and that all
text in GTK+-2.0 has to be UTF-8 encoded.
