Library location(s)

I ran into a problem trying to install a new application. Configure found
gtk+1.2.10 but glib-1.2.8. This took me a while to track down, but I got it
fixed. Which brings up my question.
All the -1.2.10 were installed (via rpm) into /usr/lib/ and /usr/bin/ while
all the -1.2.8 were installed (also via rpm) into /usr/local/lib/ and
/usr/local/bin/. Because /usr/local/ is checked before /usr/, the wrong
libglib was found.
In which directory should the libraries be? And, has this changed between
versions?
