default install of GTK not working

Followed the instructions EXACTLY as described here (http://developer.gnome.org/doc/API/2.0/gtk/gtk-building.html), yet, when I try to ./configure a particular program, it returns "
the gtk-config script installed by GTK could not be found"
What am I doing wrong?
