how put some text and the changing number above scrollbar?

I can put a scrollbar in my GUI but how do I put
some text above it and include the number/parameter
that is changing when scroll bar slider is moved??

(I'm surprised the default scroll bar has NO text
or numbers above it?!?! .. or at least an argument
to optionally add it above or below.)
