Portable wrapper for fork/exec wanted. Where find? (Ever used g_spawn_*??? <- glib?)

Win32 does NOT have fork & exec which requires dropping
Cygwin on Win32 to run GTK+ program with a fork or
hoping there exists a portable wrapper somewhere that
calls whatever Win32 has that is like a fork.  

Anyone know if this wrapper exists??? Havoc mentioned
g_spawn_*.  My knowledge of that is scarce and the
docs on this even scarcer.
