Can't find tiffio.h but it exist

Hi,
I'm trying to install gtk but having some problem with tiffio.h file
I'm using a SunBlade100, and I'm do not have administrative access.
So what i did was, i installed GLIB, pango, atk, pkgconfig and
tiff-v3.5.5 to my home directory at ${HOME}/root
all the GLIB, pango, atk and pkgconfig are fine, and in fact, i have
successfully instaleed tiff-v3.5.5 too.
but when i try to configure gtk to install to ${HOME}/root, it says
checking if iswalnum() and friends are properly defined... yes
checking whether to build gmodulized gdk-pixbuf... yes
checking whether dynamic modules work... yes
checking for TIFFReadScanline in -ltiff... yes
checking tiffio.h usability... yes
checking tiffio.h presence... no
configure: WARNING: tiffio.h: accepted by the compiler, rejected by the preprocessor!
configure: WARNING: tiffio.h: proceeding with the preprocessor's result
checking for tiffio.h... no
configure: WARNING: *** TIFF loader will not be built (TIFF header files not found) ***
configure: error:

*** --without-libtiff to configure but some programs using GTK+ may

can someone please point me to the right direction?
I have tried to setenv CPPFLAGS "-I/my home directory/root/include"
but it doesn't work either.
