Yes, that is generally considered true. But, I am not a lawyer, etc.

You do have some obligations; briefly, it must be possible for people
who buy your program to substitute a new version of GTK in place of
the version you used. What this amounts to is that you have to link
dynamically, or you have to provide object files so they can relink.

Also, of course, if you ship GTK itself you have to provide the GTK
source code, as described in the license. But you do not have to
provide your own source code.
