'enter' and 'leave' signals broken in a small and uninteresting way

Hi Havoc, people, etc -

1.3.x on Win32 speaking. 

I'm finding that occasionally 'enter' and 'leave' signals will fire when the TAB key is used, and occasionally they won't.  Both are firing as expected when the mouse is used to control the cursor.  I trawled thru bugzilla and found that all gtkbutton signals are apparently RUN_FIRST at present; could these issues possibly be related? - if so please fix, accessibility is affected.
