Gtk 1.3.7 compilation problems

I am getting the following error message when I try to ./configure Gtk2:

-lgmodule-1.3 -ldl -lglib-1.3
checking for pango_context_new in -lpango... yes
checking ATK flags... configure: error:
*** Accessibility Toolkit not found. Accessibility Toolkit is required
*** to build GTK+.

I did compile and install the Atk module also. Do I have to change anything 
for this?
