AFAIK this isn't possible. "Iconification" is just unmapping the
window; window managers iconify all apps not on the current desktop,
iconify shaded apps, etc. i.e. any app not currently onscreen is
"iconified" from your program's statndpoint, even if it isn't
iconified from a user standpoint. So disabling this would totally
break most window managers.
