The reference docs are only included with the sources in the development
branch of GTK+-1.3.x which is leading to GTK+-2.0.

You can get the 1.3.2 tarball, though since GTK+-1.3.x is in flux,
if you want to make patches to the development branch, it may be
better to get the latest CVS sources.
