How to manipulate non ISO8859-1 fonts under win32 ?

I'm using gtk 1.3 so there's no g_convert() function.
How to see eg. CE fonts (iso8859-2) under win32 ??
there is always gtk-error in functions gdk_mbstowcs() or gdk_wcstombs().
Is there any function ?
