"make install" for gtk 1.2.10 didnt copy header files

I just
downloaded gtk1.2.10, configured and built the library.
After
su'ing to root, I ran make install.
All the
libraries etc were copied to /usr/local/lib...., but none of the header files
were copied into /usr/local/include/gtk-1.2/
Are the
headers supposed to be copied?
If not,
why not - since other programs require them to be present in order to
build?
