You guess wrong. :)
Use these commands:
cvs -d :pserver:anonymous anoncvs gnome org:/cvs/gnome login
(hit return when prompted for a password).
cvs -z3 -d :pserver:anonymous anoncvs gnome org:/cvs/gnome co gtk+

That will get you a fresh copy of the development branch of gtk+.
You'll need pango and glib as well, which can be checked out in the same
way.
